As our workforce ages and the competition for skilled employees becomes even tighter, we need to be proactive in HR planning and succession management if we want to continue to build a high performance, high involvement, and inclusive workplace.
The following model is to provide you with an overview of the processes involved in HR planning and succession management and also to illustrate how succession management (with all of its tools, processes and programs) flows from the HR planning process and aligns with the departmental and government business plans.
As the diagram illustrates, the government’s overall plan along with the Corporate HR and Affirmative Action plans determine the departmental strategies and business plans, and in turn, determines what is needed in the way of roles, skills and competencies. Working through an HR planning process allows you to analyze your demand and supply of human resources and develop the appropriate strategies aimed at filling projected gaps.

Succession management is a key strategy that you will probably want to implement (please note that other strategies, such as recruitment, valuing diversity, organizational redesign, implementation of new technologies, outsourcing, etc., may also be required) as a result of your HR planning process. It addresses many of the issues the government is currently facing, such as:
* an aging workforce
* increasing retirement rates
* tight labour market
* limited competitiveness, and
* fast-paced changes in work.
By implementing a succession management program that is transparent and equitable you will be creating an environment for people to develop their skills in preparation for a range of future possibilities. This results in a workplace that will be well positioned to face whatever lies ahead.

BUSINESS REFERENCE MODEL (BRM)
The BRM provides a means to describe the business operations of the Federal Government, independent of the agencies that perform them. The model is the primary “layer” of the FEA, and the foundation for the analysis of service components, technology, data, and performance.
In the model of the BRM above, four Business Areas separate Government operations into highlevel categories relating to the purpose of Government (Services for Citizens), the mechanisms the Government uses to achieve its purpose (Mode of Delivery), the support functions necessary to conduct Government operations (Support Delivery of Services), and the resource management functions that support all areas of the Government’s business (Management of Government Resources).
The model’s four Business Areas are decomposed into 39 Lines of Business. Each business line includes a collection of Sub-functions that represent the lowest level of granularity in the BRM. For example, the Environmental Management Line of Business encompasses three Subfunctions:

Nonprofits ethics: now nearly as bad as business and government
When it comes to ethics, nonprofits have always been held out as organizations that have the moral high ground. Now there's evidence showing that's not right.
A new Ethics Resource Center survey shows that non-profits are really struggling with it.
The study, National Nonprofit ethics survey, suggests otherwise.
The study found that nonprofit organizations have better ethics than other sectors but that seems to be fading fast.
The study found that more than half of nonprofit employees observed at least one type of misconduct. The level of ethics in nonprofits is now nearly as bad as it gets in business and government. More employees in nonprofits observe financial fraud than in business. In 2007, the percentage of employees in nonprofit organizations that observed alteration of financial records jumped to 8 per cent, significantly more than business (5 percent in 2007). More nonprofit employees (7 percent) than business employees (5 percent) feel that the standards espoused by their workplace always conflict with their personal values. Nonprofits are getting larger but the larger organizations are experiencing more misconduct.

Political ads 'on the buses'
Metro Tasmania is allowing political advertising on its buses to help lift its bottom line.
The public bus operator appeared at Government Business Enterprise hearings at State Parliament today.
The chief executive, Heather Haselgrove, says she recently got board permission to allow political advertising, to improve Metro's revenue.
The Infrastructure Minister Graeme Sturges features on the back of a Metro bus in Hobart.
Mr Sturges says the decision was made at arms-length from Government and was nothing to do with him.
"That decision was not taken by the Government, that decision was not taken by me, as the portfolio Minister."
"That decision was taken by the board of Metro, and I will let Metro, the Chairman of the Board, address this matter," he said.
Metro also told the hearing that safety and security on buses had improved.
Last financial year there were 18 assaults reported on drivers and passengers, almost half the number in the previous 12 months.
Mrs Haselgrove says security cameras and a stronger relationship with the police may have played a part.
"It's a huge improvement. Our drivers are also trained in how to deal with difficult passengers, how to defuse situations, so they don't antagonise it."
"Police can actually ban people from our buses so if we've got troublemakers that are just causing havoc, they get banned for a period of time," she said.
Bottom line
The Government has promised to make Metro more efficient.
Metro lost $150,000 last year and the company is replacing many of its buses.
The Government recently approved a 30 per cent increase in adult fares over the next five years but Mr Sturges says Metro is reviewing its services.
"As well as asking Metro to sharpen their commercial edge, and I will say that some policy changes will assist that, but they are certainly taking some direct action to do that."
Metro Tasmania says it is trying to broaden its appeal, despite rising fares.
Mrs Haselgrove says students and concession holders use Metro buses but it is doing market research to attract more passengers.

TT-Line reports smooth sailing
Tasmania's TT-Line says it is adapting well in difficult times.
The company has told a Government Business Enterprise hearings it made a profit of nearly $7 million last financial year.
The two Bass Strait ferries carried an extra 5,000 passengers than the year before.
The Chief Executive, Charles Griplas, says the company is making changes to hold its own against discount airlines, high fuel costs and the economic downturn.
"These include changes to our disembarkation process, adjustments to arrival and departure times in Devonport and Melbourne, additional day sailings to meet demand at busy times through the year, and introduction of a new booking system," he said.
The CEO says the company is advertising more selectively.
"We previously would've advertised quite consistently over several states on the mainland."
The TT-Line has reduced its carbon emissions by more than 15 per cent.

Is a government supposed to be run like a business?
Acting Mayor Carole Smitherman this week told folks at the Operation New Birmingham annual meeting that city government must operate more like a successful business with sound budgeting and spending practices. OK. That's cool. We can accept that.

A successful business makes a profit. A successful government better not. If government is making money, it better be lowering my taxes until it's only breaking even. A business exists to sell a product or service to consumers.
But government exists to provide services to taxpayers. A police department and fire department aren't going to make money; they're going to use tax dollars to provide protection to taxpayers. Public schools are services; they don't make money -- they use it up. Even public transit, which many people believe should pay for itself, is a service and, by its every nature, a money loser. Few, if any, break even. And how much money do our interstates and roads bring in? They cost billions to build.

Singapore Firm Wins e-Government Business Opportunities in Turkey
Singaporean technology companies are increasingly looking beyond local shores for global business opportunities and Crimsonlogic is the latest firm to reap the benefits of internationalisation.
The homegrown IT services provider last month sealed a sizeable e-Government contract with authorities in Turkey. Valued at 20 million euros (approximately S$40 million), the project was awarded to Crimsonlogic and its Turkish partner Oyak Technologies.
Called the "The E-Devlet Kapisi Project (Turkish for e-Government Gateway Project), the project will see both companies joining hands to deploy a one-stop electronic services portal which allows 70 million Turkish citizens and businesses to interact and transact with over 30 public sector agencies. The project is set to catalyse the Turkish government's move to become more citizen and business-centric, an effort that authorities expect to help facilitate the country's entry into the European Union (EU).
Crimsonlogic and its local partner were eventually chosen despite keen contest from numerous international and Turkish companies. Under the deal, Crimsonlogic and Oyak Technologies will implement the gateway over a one-year period and provide training and consultancy to all agencies involved.
According to a joint statement, the Crimsonlogic implementation will use both best-of-breed open-source and commercial off-the-shelf technologies based on standards like J2EE (Java 2 Enterprise Edition and XML (Extensible Markup Language). The solution will also incorporate Service-Oriented Architecture (SOA), Enterprise-Service Buses (ESB), and the European Interoperability Framework. The implementation of this e-Government gateway will serve as the foundation for Turkey's participation in Pan-European e-Government services which require interoperability between the online offerings from different nations in the EU.
The E-Devlet Kapisi Project was first identified as a viable opportunity when Crimsonlogic participated in the Singapore Business Federation's mission to Turkey in November 2004, the company said.
"We are elated over this win as it marks yet another success in our internationalisation drive," said Acting CEO of Crimsonlogic Mr Leong Peng Kiong. "It also has special significance to us as it is one of our largest gateway projects into the European market.
Having facilitated the deal, the IDA hopes the Crimsonlogic's success will encourage more local ICT firms to pursue overseas opportunities.
"IDA is committed to working closely with home-grown infocomm companies to facilitate the export of Singapore ICT solutions and expertise overseas," said Mr Chan Yeng Kit, CEO, IDA .
